Predecessor and or contemporary to the Vice-Grip, and slip joint pliers, this vintage 11" plier device is a cross between a locking plier, wrench, and a clamp through a unique geared adjustable- jaw mechanism. Jaws open parallel from 0 - 2 inches wide. It also has a shallow throated cutting mechanism that can cut up to 3/16" thick materials mostly commonly wire. One the handles is shaped like a cross between a pry bar and fat flat head screwdriver.
